Where do I begin?

Before you decide to appear before the Board, you may want to discuss the matter with a Board member, the Board Secretary or a LaSalle Police Service member.  Some matters may be addressed without the need to appear before the Board.

How to Register as a Delegation/Provide Written Submission?

If you wish to participate in a Board meeting or provide a written submission, you must use the designated LaSalle Police Services Board Delegation Request/Written Submission Form.

Delegation requests and written submissions must be submitted to the Board Secretary by 12 noon, four (4) days before the scheduled Board meeting.  Anything provided beyond this deadline will not be submitted for the Board's consideration or form part of the agenda.

How do I make a presentation to the Board?

If you wish to make a presentation to the Board or appear before the Board regarding an item not on an upcoming agenda, you must submit a written request by noon at least 21 days prior to the meeting.  Please use the designated Delegation Request/Written Submission Form.

How long can I speak?

Delegations are limited to ten (10) minutes.

Where there are numerous delegations taking the same position on a matter, they are encouraged to select a spokesperson to present their views.

Personal Information

Individuals who submit letters and other information to the Board should be aware that any personal information contained within their communications may become part of the public record, and may be made available through the agenda process, which includes publication on the municipality's website.

Once sworn into office, it is the obligation of all members of the Board when making decisions or giving advice on Board matters to act honestly and responsibly in carrying out their functions.  Generally those obligations include the disclosures of pecuniary interest.

A pecuniary interest is a matter where one may have any direct or indirect conflict in relation to a matter under consideration.  For an “indirect pecuniary interest” see Section 2 of the Municipal Conflict of Interest Act.  For a “deemed direct or indirect pecuniary interest” see Section 3 of the Municipal Conflict of Interest Act.

The onus is on the Board Member to determine whether they are affected by the pecuniary interest provisions.

Effective January 1, 2019, it is required that all Board Members submit their disclosures of pecuniary interest in writing to the Board Secretary or immediately following the meeting during which they verbally disclose an interest in writing to the Board Secretary.

We appreciate feedback from the community about the service we provide. The following will give you the information you need to make a complaint about an officer, our service or the Board.

Types of Complaint:

You can file a complaint about:

• The conduct of a police officer (the behaviour of a police officer)

• Concerns about Adequate and Effective Police Service delivery

• Allegations of Police Board member misconduct

• The failure of a police services board to comply with the Community Safety and Policing Act, 2019

Law Enforcement Complaints Agency ("LECA") no longer accepts policy or service complaints. The Inspectorate of Policing has jurisdiction over policy and service complaints. 

Law Enforcement Complaints Agency (LECA)

All complaints made about a police officer go to LECA.  They will review the complaint and decide how to proceed.  The police service in question, another police service or the LECA themselves may investigate the complaint.  The outcome of all complaints are reviewed by the LECA.

Inspectorate of Policing (IoP)

The Inspector General of Policing is a new policing oversight body under Ontario’s Community Safety and Policing Act, 2019. The Inspector General is responsible for ensuring policing is delivered adequately and effectively across Ontario and that police board members are complying with the Code of Conduct.

The Inspector General exercises independent compliance oversight to ensure police services, police service boards and board members, and special constable employers are complying with provincial laws and standards. The Inspector General of Policing is supported by the Inspectorate of Policing, a new organization comprised of professionals that are dedicated to driving improved performance in Ontario policing and police governance. 

Members of the public can file complaints with the Inspector General concerning adequate and effective police service delivery, or allegations of police board member misconduct through the IoP website.

The Police Services Board is comprised of:

• Two (2) members of Council appointed by Council resolution

• Two (2) community members appointed by the Province; and

• One (1) community member appointed by Council resolution

Who can join?

Anyone who would like to serve on the LPSB can apply to join except:

• A judge

• A justice of the peace

• A police officer

• A criminal defence lawyer

How to join

• Through the Town of LaSalle

  • You can apply for a municipal appointment to the LPSB by accessing the online application when open.

• Through the Province of Ontario

  • You can apply for a provincial appointment to the LPSB by accessing the Government of Ontario website on appointments by the Lieutenant Governor.
