Municipal Drainage
The Town of LaSalle has over 50 municipal drains, and under the provincial drainage act we are responsible for maintenance, repair, improvements, and expansion of the Town's drain infrastructure. For more information on the Drainage Act, please click here Ontario.ca/MunicipalDrains
Costs related to municipal drains are collected in accordance with the Municipal Drainage Billing and Collection Policy.

Overview of the Drainage Act Process
Once a drainage project is started The Town of LaSalle appoints a Drainage Engineer to prepare a drainage report for the municipal drain that is being reviewed. Before the report is adopted by council as a bylaw, there are two public meetings that must be held. For some projects an optional Public Information Center meeting may also be held.
Public Information Center (PIC) Meeting - (Optional)
Established under Section 97 of the Drainage Act, the Court of Revision is an appeal body that hears objections to the Schedule of Assessment in the Engineer's report and decides whether they are valid.
An owner of land assessed for drainage works may appeal to the Court of Revision by filing a notice with the Town Clerk on any of the following grounds:
- Any land or road has been assessed an amount that is too high or too low;
- Any land or road that should have been assessed has not been assessed; and/or
- Due consideration has not been given to the use being made of the land.
Once the Engineer's report is adopted by Council at the Meeting to Consider as a provisional By-Law, the first sitting of the Court of Revision takes place at a scheduled Public Council Meeting with notice sent to all owners of the lands and roads assessed for the drainage works containing details of the meeting.
The Court of Revision does not hear appeals on assessments for Drain Maintenance or Repair after the Engineer's report and the By-Law has already been passed.
Ongoing Municipal Drainage Projects
Marentette Drain
Status
- The Town of LaSalle received a request for Major improvement to the Marentette Drain, which was accepted by Council on July 9, 2024.
- On September 10, 2024, a Drainage Engineer was appointed to the project.
Next Steps
- Prior to preparation of a Drainage Report the appointed Engineer will schedule an on-site meeting to review the condition of the drain and receive feedback from the drainage community. Notice of the meeting will be distributed to land owners in the watershed.

Meetings
- A public Information Centre (PIC) Meeting was held on May 15, 2023, at 10:00 am, via Zoom.
- A Meeting to Consider was held on July 25, 2023, at 4:30 pm.
- A Court of Revision Meeting was held on September 14, 2023 at 4:00 pm.
- Bid prices received for the Major Improvement and Repair of the Bessette Drain exceeded 133 percent of the Engineer's estimate within the adopted drainage report. A meeting to consider the tender results was held on July 23, 2024, at 4:30 pm and a motion was carried to move forward with the lowest tender price received.

- By-law 8809 was read a 3rd and final time at the Council Meeting held on November 14, 2023.
Construction
- Construction is scheduled for fall of 2024.

Municipal Drainage Financing
In accordance with the Town of LaSalle's Municipal Drainage Billing and Collection Policy, affected land owners may have the option to finance the cost of their drainage assessment for a period five, ten, or fifteen years depending on the amount of their assessment.
